So my Samsung note 20 screen flickers. By this I mean, if I move the screen brightness and hover at a particular point, it seems like different filters of green, red and yellow flicker on the screen. There are no lines of damage seen however.
 What could be the cause? Even when I don't change my brightness, the flicker happens on its own. This behaviour is observed even in the safe mode and while the device is booting.

The phone didn't suffer any damage or water ingress since the last time I visited the Samsung service center to get my phone repaired. 

Notes: issue is observed even though the developer options are turned off along with the hardware overlay.
As said above, tried restarting the phone but the problem does not disappear and the glitch is noticed during boot. 

Can this be due to negligence from an earlier service? What could be the way out and what's the estimated cost to get this fixed?

As per your query, we would request you kindly visit the service center once again from where you have done the service of the product earlier and inspect your device with the technical team end, they will provide you with all the information in a better way after inspecting the device physically. The repair cost will be confirmed after the physical inspection of the device.

I saw a post wherein Samsung is offering a free one time screen replacement for s20 and note 20 models. My device is yet to complete three years from the date of purchase. Let me know if I'm eligible and the steps to claim it
