Screen does not wake up

in this video I m receiving watsapp notifications but only with flash alerts. why isn't the lockscreen waking up and showing the notifications

this feature is not there in any Samsung phone. even I'm furious over this as many cheap Chinese phones have this feature but not our expensive phones.
