UPDATE - We have a update on Play Store for Andriod System Web View post updating will resolve the issue to some extent.

I am also having the same issue. I visited the Samsung service center today they formatted my phone and gave me back.
After restoring my data I am still having the same issues on my note 20 ultra.
I am also facing the same issue on my S20 ultra. This issue is only on Google search.

I think I figured it out, boys. I was messing with the resolution and motion smoothing settings to see if that had anything to do with it, and it does. I noticed I didn't have the problem at 720p and standard smoothing. Nor did I have it at the 1440 at standard smoothing.. but when I turned on "adaptive" smoothing at the 720 or 1080p to take advantage of the 120hz refresh rate, I suffered the flickering. Google (and other apps im sure) have a default refresh rate at lower than the 120hz that most of us probably have our phone set at. Adaptive Smoothing (or just screen smoothing) is supposed to bridge the gap between the refresh rate of these awesome phones and that of the apps or videos they're trying to display that have smaller refresh rates (frame interpolation). Now this begs the question "why didn't I notice this before?" The best (GUESS) I can come up with is probably within your battery settings. "Adaptive Power Saving" I believe is defaulted on everyone's phone, which allows your phone to switch seamlessly between power modes, depending on the need. I haven't confirmed it exactly in the settings, but I can tell when manually changing power modes, it will change your resolution, depending on which settings you choose.  When I first looked, my power mode was set to "optimized". The phone probably wants the "best" setting for the phone, so at times it you could be switching between FHD and WQHD.  WQHD, as we know, only allows the 60hz refresh rate, while FHD and HD allow the 120hz rate.. I did notice several times through the first week of owning my phone that sometimes my resolutions and refresh rates would change on their own, presumably due to this adaptive  learning mode. The only immediate fix I've found so far is to reduce the refresh rate to 60hz and turn off the adaptive power saving function so it doesn't change your phones power mode to utilize the 120hz refresh rate and stops the screen flickering. But of course you'll  have more of that laggy scroll feeling you thought would end with this new 120hz. You can always increase the refresh rates manually as needed. And im sure as more manufacturers move to 120hz refresh rate capabilities on their devices, the software companies will follow suit. Google is probably working on a patch update as we speak so they don't lose Google customers to other companies like Microsoft for something as stupid as search compatibility functions. I hope im right in this regard, and that the issue will be solved on the software end of things soon enough.

Yes sir. Some areas flicker while scrolling in dark mode. I am not sure if it happens in white mode.
