i feel like UI OS should be discontinued with immediate effect since there are lot of bugs and security threats through galaxy store all the time like 
1.Appltion download/Update issue through play store.
2.New application are getting downloaded automatically into the mobile stating Galaxy store update.
3.Spen issue after every patch update.
4.Heat issue and many more bugs..

I need only Android OS as there is no UI OS during my purchase of this mobile. Can we file petition at ministry of telecom and IT stating fraudulent practices all the time.?

UIs are customised to give a memory to customers and I guess Govt can only ensure safety for citizens instead of meddling with business. Most of the popular ones have their own UI and majority choose to buy them instead of without UI smartphone company products like that from Motorola, Nokia, Lava , Micromax etc.

I don't think Apple & Google are having any UI OS over and above their own OS for their premium range of mobiles. Since Samsung also feel like a premier brand at par with them, then it should think of building a new OS for Samsung brand but not like One UI kind of strategy which entry level brands do.
Just saying One UI is not the reason which made me to buy Note range of mobile, if this OS would have there during my purchase, definitely I would have gone for a different brand than investing a huge amount in this brand/model.
