10 files waiting

I keep getting this message that "10 files waiting" download size requires wi-fi. I turned on wi fi an nothing happens. I tried almost everything. please help.

try to delete and clear download manager app data from settings > apps > Download manager > storage > clear data

I don't see this download manager option under apps 😫
