You can't install secure folder in your device because it is not secured by knox.Samsung pay & secured Folder can be installed if only device is secured by knox.

 Knox Security is not compatible with your current device due to which you are unable to download Secure Folder. And these cant be even provided through any software updates as it is a hardware technology, not software.
