Yes there's no way to do that, the thing that you need to understand is that both the sim works on different networks.
There's this thing that is incorporated into every smartphone, its called Dual Standby.
Dual standby allows both SIM to be accessed through time multiplexing. In simple terms, when making or receiving calls, the modem locks to the active channel and the other channel will be ignored and thus unavailable during the duration of the call.
So, whenever you receive calls on Sim 2, your Sim 1 goes into standby and if your data is enabled on Sim 1 it would stop working at the same time.
The workaround is just to use a wifi network but for that you'll need to have access to a WiFi all the time.
