Merge means double exposure, not possible with official editing tools

Well if you mean adding a pic on another pic, yes you can. Edit the pic in gallery and click on circled icon. It will ask you to add another image from gallery.
Please explain properly what you want to do.

You can select both images and then click on 3 dot menu then select collage.
