Can I charge my Samsung Galaxy A 31 which comes with 15 watt charger with a oneplus dash charger which is of 30 watt?

You can try, but officially it will charge with the same speed I.e 15watt fast charging.. second, its always advisable to use official adapter..

it will charge it at 15 watts only that is in 30 minutes it will charge the phone near 25%
but you should only use the inbox charger
