Actually, we don't need 30 to 60 seconds for that. TV always has Bluetooth turned on coz the remote works on Bluetooth, so if your phone has Bluetooth turned on, then just go into Android TV remote app (by Google), select your device and you are ready to go, not more than 5 seconds.
