it's due to a bug in the latest update of Android system webview app.
Just headovet to play store. Find Android system webview and uninstall the updates to it.
It will fix the screen flickering issue while browsing through google app.
A new version of Android system webview has been released on 8th September which resolves the issue. Check for update in play store and if its available, update it.
