Guy's i just want to know i have Samsung Galaxy A9 2018 phone and after recently july update the performance of my phone is down so i want to know which step is best to do
1.Hard Reset or
2.Flash Firmware in service center.

try 1 as you can easily can do it yourself
if solve then good otherwise try 2nd one

whenever your device shows updates available don't update it immediately whether it's is Os upgrading or security patches, you have to wait for other users experiences and device functionality like heating, lagging, battery drainage etc post update... you have to wait for stable versions

Now a days not much service centre's opened bcoz of ongoing covid-19 pandemic. So try with yourself the 1st one hard reset uf this didn't solve the issues then only visit nearby Samsung service centre..

my opinion is reinstalling in service centre is better than hard resetting if money is doesn't matter for you....

bro my phone is out of warranty if i visit service center for firmware update they charge Rs.350 + tax near about Rs.450 bill.
just i want to know which is best

create backup your valuable data and reset your device and see bout device stability and functionality whether it's working fine aren't, if hard resetting didn't bring much changes in your phone then visiting service centre is best option....
