Can someone help me understand why the a21 doesn't have smart view? Seems it only makes sense to add features to a phone and not take away from them. Or am I missing something somehow? Somehow overlooked it?

Devices like A4x and below have lots of things missing and are also 🚮

I don't have the same device but I hope you have checked the notification icon tray properly. Sometimes it's hidden in the extras. You can access those by clicking on the (+) icon.

Dear, Pl Swipe down notification panel. Check, whether there is an icons for smart view ? It is understood that A21 does not have smart view. Pl see the attachment which shows the reply made for the same qstn.
