As a Samsung customer, you will get the basic plan storage for free if you have a compatible phone. However, if you want more space in Samsung Cloud, you can purchase a subscription plan for additional GB.

To find the different plans, navigate to Settings, and then tap Accounts and backup. Tap Samsung Cloud, and then tap Storage plan. Swipe left or right to see the different plans.

You can purchase a 50GB plan for $0.99 a month, or a 200GB plan for $2.99 a month.

Note: Some carriers do not allow you to upgrade your storage.

From the screen shot you have provided we can understand that your cloud data is consumed by Gallery backup. You can delete these backup from samsung cloud.
You can use Google photos to backup these stuff as Google gives unlimited cloud storage for images and videos of uploaded in optimal size.
You can also use Degoo to backup media files as it offers 100 GB free cloud storage and will increase 25 mb per day of you watch some adds.
