which is the phone you are trying to add as nearby device and what's the OS version?

have you tried using "Add allowed device" under mobile hotspot settings page? the device you want to add dioxins be in bluetooth range as I know.. this allows to add Samsung phones( android q ) which have not signed into Samsung account

this feature currently works across Samsung phones only ( with android Q)
