Yes it should be here this week however it will be beta build. I believe stable should take couple of months

There is complete thread on XDA website how to install one ui 8 internal build. I would not recommend you to do that since OTA updates will be blocked and there is too much hassle your data is at stake. Just sign up for beta update it should be there...

I guess it's already here many user received beta updates.
