clear the catche and data of Google play store, Google play services, download manager and then uninstall the play store from the apps option in setting.Then try to open the play store and install apps hope it works because I did the same process.

update the apps and system web view which is provided now and the problem has been solved

by the way Did you tried resetting it?

any other solution except resetting the Phone?
