It is Ambient light sensor. Enable auto brightness, try covering that area with your finger when screen is on and you will see the brightness will reduce

It all depends on your usage and requirements. If you are like to take more pictures from your phone, do not get fold instead go for s22 ultra. But if you like multitasking, watching movies and reading books, go for fold. I use Spigen ring kickstand ...
