When are we android Oreo a d Bixby voice on S8 in india?

I want to have places in my phone dialer along side RECENTS CONTACTS.I've seen people do so but i just can't an option to do so.It is a very nice option but it not reffered to properly.Phone dialer then will show RECENTS CONTACTS PLACES.Any help?
