This came from Samsung after senting error report and the issue is still there
Problem Countermeasure : The problem is that FCM ID (PUSH ID) was not fetched by Google FCM module in Cusomters Phone device.
Without PUSH ID, Samsung Pay cannot work properly.
The mechanism of FCM is handled by Google, Samsung does not know detail flow. So there is no way except waiting until Google FCM Module fetches ID from Google Cloud server.
I am not sure how long takes for Google FCM module to fetch ID, but I guess, trying after a day may remove this problem.
