really I not disable that then how it's disable????

if you have Google chrome updated version then android system webview gets automatically disabled bcoz Chrome has inbuilt web version so you no need separate app, if you uninstall chrome then android system webview get enabled automatically

don't need .... use Google chorme which already inbuilt androidview feature .... chill ....
