There is option to enable both the things at one time in the phones which are compatible. Like I'm having M31s in which by default it's not enabled but after setting it's working.🙏😇

It Is Possible .
Go to settings > Connections > Mobile Hotspot > Mobile Hotspot > 3 Dot Menu in top right > Turn on Wifi Sharing
