it records all the notifications that you received. If someone send you a whatsapp message and then they delete it before you have seen, it shows you what they send 😅
You can also see that if you just turn on notification history in settings under notifications
Click on more and read about it. Or open the app and go through the settings. Try it out and you'll understand. It's basically for management of notifications.
