Unable to set screen timeout

Guys I just noticed that we cannot set screen timeout/cannot turn on flash light / screen recording etc when power saving mode is enabled.

Some are common but screen timeout is strange. 

Charging time of my F23 

But it takes approx 2 hrs to charge at 85%

On Android 12 and one UI 5.0 it is working don't know about one UI 5.1 as I have not updated it.
