In (UI 4.1 Android 12) You just have to follow these steps then you can download anything.

1. Settings >> Battery and Device care >> Battery >> Background usage Limit >> Put your desired apps into never sleeping apps.
2. Go to your desired apps info >> Battery >> Tap to ""Unrestricted""

Finished. Now you can download anything whenever you want if you like it give a love❤️
