Regarding RCS Problem

 As we know that from few weeks, RCS is not working in Samsung Message app. I don't know the actual reason but if you use Google Messages, you can use RCS too.

 I have Jio SIM card and my friend have Vi SIM card, we both have chat features and internet turned on but we unable to see delivered and seen symbol with Samsung Message. 

 As I switched to Google Message, we both are able to see delivered and seen messages. Remember that my friend is still using Samsung Message app.

 According to my experience, I think that there is some networking problems with Jio and Samsung messages as we cannot use chat features with Jio.

Solution 

If you want to use chat features/ RCS, try to check with Google Messages, it will work.

 If you're using chat features with Jio on Samsung Message app, please let me know.

 If you know any solution, your reply will be appreciated.

I checked on every phone of my friends who use  Samsung phone(jio sim), but not working in all... Is working on ur device

Agar aap use karna chahte hai to Google Message ka use kar sakte hai.

Ha, abhi Google message use kr raha hu pr , it's not as good as samsung messages
