The problem with Now Bar is that the fingerprint 🫆 sensor on S23 FE is not supersonic like Ultra Or regular S23 or S24 series. It's comparatively slow than Ultra , plus or only S series so due to placement of Fingerprint sensor low the now bar couldn't be placed under it

Now, the bar location cannot be altered. In the flagship S series, it is located below the fingerprint lock, while its location differs in other series.

The reason is that fingerprint on Ultra Plus And Regular S series is Slightly Upwards to make it easy to Thumb to reach it and that makes Now Bar Under the fingerprint

The "Now Bar" on Samsung's flagship Galaxy S24 and S25 devices, running One UI 7, is positioned at the bottom of the screen, below the fingerprint scanner. On less expensive Samsung phones, the Now Bar is placed above the fingerprint scanner. This difference in placement is a design choice for the flagship models, aiming for a cleaner, more streamlined lock screen experience.

Broo just turn off fingerprint and see the now bar will be aligned
