note 9, s9, A7 and A9 can support one ui 3 android 11 but I think there's some issues and Samsung also didn't promised three year update.

That only applies to flagships till Note9. Starting with 2019 flagships, all flagships and select A series devices will get 3 Android OS updates.

I thought Flagship level devices will get some special treatment in terms of software update as compared to Galaxy devices of other categories even before 2019. Never thought that all they are in same line! 😅
