Is it safe to use Google Discover OR Samsung News on the home screen? Does it drain battery in background or cause any harm to the device in long run?

No harm for long run but yes , some amount of battery drain will occur. Both the apps will also collect data, please check the same within the app

Of course it is 100% safe to use, But ya it drain your battery because it's dynamic, data is consumed in background.

Battery does not drain too much because of widgets is specially designed and optimized nowadays. May be it drain <10% in 24 hours, btw it depends on types of widgets.
