The in-built spam protection in my Samsung M51 in collaboration with Hiya, is that free? Also, if I activate it, is it mandatory for me to share my own contacts?

Yes. By agreeing to the terms and conditions, your are actually contributing to their database.
Call log info means they are basically taking the contact numbers.
