Refresh rate depends on hardware. And high performance mode needs better processor and better graphics processing, again a part of hardware.

Bro look at this my device has a option called enhanced processing what's this? I don't use this. It says your phone will run fast with consumption of more battery. Is it safe to use?

Yeah, its safe to use, its same as what we call performance mode. A little bit more heat and some battery drain, that's it.
