How to tag someone in replies?

I noticed sometimes the person I am replying to gets mentioned in the beginning and sometimes don't. I want @ always before my replies. What am I missing here?

P. S. : I do press the reply button a few times before replying.

Not sure but its like when replied to 1st comment under which the thread is continued the name doesn't come but if the conversation if further carried forward name comes accordingly..
Like when i replied to jayesh's comment tag didn't came but if the convo is carried for after my comment tags will be mentioned
It doesnt come with very 1st comment may be coz its obvio we are replying to that person only
