Yes he / she said that other device support volte in same place but its not showing volte in his/ her device

Phone is from other country so some fetures in india network provider will be not supported or not work on other country device

Becuase the firmware of your device is of different country
Try contact service provider and mention them if it was network problem of network they will give you a solution
