There is a possibility that Data Usage calculation can attribute usage to apps incorrectly.
It is normal to see Google Play Services, VPNs, etc. to appear on top of data usage, even though these apps by themselves aren't actually using as much data as the computation shows.
Data Usage attributed to these apps is often an aggregation of data used by a number of apps that make use of these services.
