It's not supporting to charge my phone samsung f41 it's showing that USB device is not connecting

Try different cable or adapter. If this doesn't work then kindly visit a server center

Does service centers charge for changing port if the phone is in warranty period.

They charge for part cost , but in warranty there is no charge of labour, only part cost that are replaced
