Auto hostspot turns off every time the flight mode is turned on or we switch off

I'm saying after turning on airplane mode and then turning back it of auto hotspot doesn't turns on automatically we have to turn it back it again. 

Auto hostspot turns off every time the flight mode is turned on or we switch off the phone. It must be turned on forever till we turned off ourself please correct it. Thanks you in M33 5G
