Yes not all apps are dependent on Google play services Some apps also have self verification strings which can verify otp manually without Google play services
Once I faced the same problem with freecharge. They read OTP and deducted amount from my account. I raised the issue with freecharge team and they told it's our policy and this is included in term and conditions that's why we have deducted the money. Although due to various round of discussion I got my refunded money but after that I uninstalled the app and never used it.
You guys also keep watch on these apps. They have their hidden agendas on the name of cashbacks, cash points etc.
