App lock

While searching in the system apps I found a system app of app lock but in my phone there is no feature for app lock.Similarly with Bixby I also found Bixby service installed but I cannot access it. So if Samsung provides them inbuilt then why there is no option for accessing them?

And I am saying that I have preinstalled Bixby service in my device but cannot use any of the Bixby services.

But my question is that the services are preinstalled as you can see in the image. If they are preinstalled then we should be able to use them but that is not possible and if we have to download apps for those features so why they are given preinstalled.
