Google released Android 11 couple of weeks ago which doesn't bring any drastic or visual change but a more refined and refreshed version of Android 10. It enhanced security related to permission requirements by apps and some minor tweaks to notification center.
Similarly, Samsung is going to release its One UI 3.0 based on Android 11 which is a refined version of One UI 2. So don't expect much from it and don't get excited too much.

You are right. Android updates since last few years have been so marginal that I find it hard to understand why they call it complete new version.
Old Nokia Symbian phones had many changes in FW update than these so called OS version updates.
They are just doing minor changes and still companies take months, years to update.
