How to get rid of this notification? 

Also my steps aren't recorded automatically, unless the app is open.

Samsung health > settings > notifications

For steps not recorded, clear app data from the settings

firstly open Samsung health app info in phone settings app and then to disable ongoing notification and automatic step counting follow screenshots
open notification tab to disable ongoing notification and then permissions tab to enable permissions for automatic step counting as shown in screenshots

for the. teps to get recorded, open the app, and check for option like start recording. it will automatically start recording.

Just login to Samsung health and deactivate or turm of the steps record option....
