Have been checking for availability of  beta program enrolling  for my s10 plus  frequently 

Unfortunately by the time I tried to e roll it says it had max no of enrollment already ..

Is it possible to increase the enrollment count ?

Yes the beta slots are full, You are late to sign up.

Meanwhile you can try tomorrow to see if you can enroll or not (in case someone leave beta and slots are open or miracle happens cus some ppl claiming here that they got enrolled even after this msg.)
