All the users who are facing Media and file issue with Whatsapp after updating to One UI 5/Android 13, Allow the Music and Audio/Photos and videos permission for Whatsapp.
OR instead you can; after clicking on attach-> Gallery->click on the top three dots and access Gallery.
And actually this issue is caused because in Android 13 a new permission is added Music and Audio, so instead of allowing it by default, it is turned off and that's why apps are facing issues to access files!
