go to settings > search for "special access" > optimize battery usage > turn of the gmail app, I started getting notifications again even while on medium power saving mode.

Check the Time
using the automatic time zone settings is best.

Grant necessary permissions to Gmail
using Gmail as the default client could help.

Clear cache and data from Gmail

Sign out of your Google account and sign in again. or re install it once.

mobile data settings
Go to Settings and select Data usage there. Find the Gmail app and make sure that Mobile, Wi-Fi, and Background data, all three are checked. So that Gmail app is syncing data whether you are on a data plan or WiFi and also working in the background when you are not actively using the app.
