I can actually send MMS. Hope you are using Messages app by Google. If you go to the general message settings inside the app, you get to see an option labelled 'chat features'. Click on it and check whether chat feature is enabled or not. You will get an option to enable chat feature if your device supports google RCS. If it is enabled and if you get to see the status reading 'connected', you are good to go. Your network provider should support this as well. Jio and Airtel does support this.

Well, I have encountered this on my secondary device. You can probably try again later. Give it some time. In my case, it got resolved after I tried multiple times.

MMS cost you your balance, check whether you have it other than the already existing plan.
