Everytime when samsung gives an update they will sent you this notification which you cannot clear.
However if you click it you will be taken to the above page in that you can only see an option to agree but if you click the bold texts inside the bracket you will see the below options.
Untick them and click apply
After that you can see that instead of agree it now shows skip click it to not get bloatwares. This is also shown when setting up a new samsung phone you can follow the same steps in there too.
