After Off my mobile data Google Assistant says that "your phone's offline,so I can't help with you that at the moment" is there any possible to use Google Assistant in offline mode?

no, google assistant uses cloud AI processing so it won't work offline

it does has an offline use, but the offline use is limited and even supports on some selected languages
