Chat feature aka RCS chat

RCS chat was working fine on my device then i restarted once and from then it stopped working.

1: it did turn on Samsung messages but was not functional.

2: So i switched off phone then try to start again from the beginning like clear all data,force stop etc

Try to reset the network settings, and clear cache and data of Samsung messages app.
After that, when you will open the app, it might give you an option to enable rcs.
Also, check whether rcs is actually enabled by going into Settings - > Connections - > More connection settings - > Rich communications.
