Beta to Stable: One UI 4

Can One UI 4 stable version be installed directly over One ui 4 beta ? Or will I need to rollback to previous stable version and then update ?

Just install it ..
No need to go back to old stable version..

Directly. There is separate release of final version for beta users and non-beta users so you won't need to reset.
