Basic Features missing within One UI

Why are basic features like vertical scrolling, System Icons, Icon Pack being pushed in Goodlock modules when they should be baked in the OS itself ?

Not required but such basic features should be available in the OS itself instead of making it available via Goodlock which is like 3rd party.

I know it is made by Samsung but it is installed from Galaxy store and not inbuilt
