Why samsung don't update their old devices to latest softwares? Atleast galaxy S7 can get android9.0

I don't think they will update S7 with 9.0
I advise you look for custom roms in XDA developers if you really need for the latest of android.

android system update has a policy , by default only 2 OS update and average of 3 years security support allowed officially ( This is subject to google and samsung to change at anytime )
